One absence is noise. Fifteen absences across a term is a safeguarding matter. Attendance rates are calculated continuously per learner, per stream and for the whole school, so the pattern surfaces on its own.
Attendance data is only valuable while the day is still running. A register that is collected on paper, carried to the office at lunchtime and typed up the following week tells you something you can no longer act on.
